Herb Irvin is a transactional and regulatory attorney with more than 30 years experience in public and private finance. Prior to entering private practice, Mr. Irvin was Senior Attorney with the Mississippi Office of the Secretary of State, serving as Assistant Director of the Investment Securities Division where his primary responsibility was Securities Regulation and Compliance.

After seven years with the Secretary of State’s Office, Herb Irvin accepted an appointment as a Special Assistant Attorney General for the State of Mississippi. In this capacity, he served as legal counsel to the State Bond Commission, the Department of Economic and Community Development (currently known as the Mississippi Development Authority or MDA), the Public Employees Retirement System, the State Treasurer’s Office, the Department of Banking and Consumer Finance.

Mr. Irvin left State government service and co-founded a law firm whose major clients included federal, state and local governmental entities; corporations, limited liability companies and limited partnerships; and non-profit organizations.

With respect to Regulatory issues, as General Counsel, Mr. Irvin advised the West Jackson Community Development Corporation, Farish Street Historic District Neighborhood Foundation, and Jackson Urban Enterprise Community Council on compliance with federal and state program guidelines.

Particularly noteworthy is Herb Irvin served as Outside Counsel to the Federal Deposit Insurance Corp. (“FDIC”) and the Resolution Trust Company (“RTC”) in the liquidation and disposition of financial institutions and their subsidiaries within the state of Mississippi during the Savings & Loan Financial Crisis.

Mr. Irvin served as Special Counsel to Jackson State University via appointment by the State Attorney General. He also has experience in Municipal Government having served as Senior Deputy City Attorney for Transactions for the City of Jackson, Mississippi where he provided legal counsel to the Jackson Redevelopment Authority (JRA), the Department of Economic Development and Planning, and the Department of Finance & Administration.

In 1990 Mr. Irvin attained listing in the Red Book (“The Bond Buyer’s Municipal Marketplace”) as a Bond Lawyer. He has served as Bond Counsel, Underwriter’s Counsel, Issuer’s Counsel, and Trustee’s Counsel.
